Both ways can be discussed depending on the scope of the project. If you have a selected fabric or supplier, mention this in the first meeting. If you have only one look idea, describe the texture, usage and care features you expect. It should be clear in writing who will offer the option, who will approve the sample, and who will place the order.
What information should you share during fabric approval?
More than just the color name is needed: reference sample, content and texture expectation, area of use, care goal and pattern direction, if any. Collar and stance of the shirt; See the skin feel and suit comfort of the pajamas on the real sample.

What responsibilities should be written in the proposal?

If I send my own fabric, will production start immediately?
First, the suitability of the material for the product and workmanship, its quantity and the sample result should be evaluated. The production decision is made with the approved scope.
Can I request a quote if I haven't chosen a fabric yet?
A first meeting can be made. For a comparable offer, fabric direction and sourcing responsibility must be clear.
